Resolution
There is a bug when upgrading from Outlook 2013 to Outlook 2016 which caused a few advanced settings to be inappropriately set which then causes the deletion failure behaviour to be exhibited. Specifcally within Outlook 2016 you cannot delete items from the inbox.
To restore normal inbox message deletion functionality:
1. Load Outlook 2016
2. Click 'File' then 'Account Settings'
3. Open the IMAP account with the deletion problem then choose 'More Settings'
4. Click on the 'Advanced' tab then ensure under the 'Deleted Items' heading that the following options are ticked:
- 'Mark items for deletion but do not move them automatically'
- 'Purge items when switching folders while online'
